The Order of the Pugs was a German Masonic Order which allowed women as members, as long as they were catholics. The figurine is marked Dresden Germany to the underside, also having printed the retailers mark, S&G Gump SAN FRANCISCO. Solomon Gump, its founder, was born in 1833 in Germany. He was joined by his brother Gustav to form the company. During the 1880s, Solomon and Gustave Gump traveled extensively between Europe and San Francisco, bringing a large assortments of art objects for their clients.
